We are seeking an experienced HR Manager to be the operational lead for our Human Resources department. This role's primary responsibility is the design, management, and execution of the company’s Performance Appraisal process, alongside ensuring administrative efficiency and strict legal compliance for all HR operations.


Key Responsibilities


  • Design, implement, and continuously refine the Performance Appraisal system to align with CodeGen’s high-performance, innovation-focused culture.
  • Manage the entire PA cycle (e.g., annual, semi-annual, or continuous), ensuring timely execution across all departments, including goal setting, mid-cycle reviews, and final evaluation processes.
  • Work with department heads and managers to ensure employee goals are cascaded effectively and are strategically aligned with overall company objectives and R&D priorities.
  • Develop and deliver training sessions and guidance materials for managers and employees on how to effectively conduct appraisals, deliver constructive feedback, and establish career development plans.
  • Facilitate the integration of appraisal outcomes with compensation reviews, promotions, and developmental initiatives.
  • Maintain impeccable employee records and HRIS data while ensuring all operations strictly adhere to Sri Lankan Labor Laws and statutory requirements (EPF/ETF).
  • Ensure all HR processes, documents, and policies are strictly compliant with local labor laws and statutory regulations in relevant jurisdictions (e.g., leave, working hours, disciplinary action).
  • Administer the efficient and compliant onboarding and off-boarding processes, handling all associated documentation, contracts, and clearances.
  • Liaise with the Finance team to provide accurate payroll data related to performance bonuses, statutory remittances, and leave management.
  • Assist in the administration of grievance and disciplinary procedures, ensuring fairness, documentation, and adherence to policy.
  • Support managers in creating and tracking mandatory development and improvement plans (e.g., PIPs) identified through the appraisal process.
  • Act as a reliable source of information for employees regarding HR policies, compliance matters, and the PA system.


Required Qualifications


  • A Bachelor's degree in Human Resources Management, Business Administration, or a related field, OR a recognized professional qualification, is required.
  • A Master's degree in a relevant field is strongly preferred.
  • A minimum of 10 years of progressive experience in Human Resources roles is required, with at least 03 years of that experience being in a managerial or leadership capacity.
  • Deep, practical working knowledge and proven application of Sri Lankan Labor Law.
  • Demonstrated experience in managing statutory requirements and remittances (EPF/ETF) in compliance with Sri Lankan government regulations.
  • Prior experience within the Technology, Software Development, or R&D sectors in Sri Lanka is a distinct advantage, showing familiarity with the challenges of managing specialized technical talent.
  • Proven ability to design, implement, and manage comprehensive Performance Appraisal systems.
  • High proficiency in administering and leveraging modern HR Information Systems (HRIS) for efficient operations and data management.
  • Demonstrated leadership, conflict resolution, negotiation, and high-level analytical skills.
